RTA Theory Test Booking in Dubai: How It Actually Works

If you're partway through getting a Dubai driving licence, the RTA theory test booking step is where most people stall. It's not hard — it's just buried inside the RTA app and your driving institute's portal, and nobody tells you which one to use.

You book your RTA theory test through your registered driving institute (Belhasa, Emirates, Galadari, Dubai, Al Ahli) once you've completed the required theory classes — not directly with RTA. The institute opens a slot for you on the RTA system, you pay around AED 200 for the test plus AED 100 for knowledge/files, and you sit it at the institute's testing centre. Who books it — you or the institute?

Honestly, this is the part most clients get wrong. You don't walk up to RTA headquarters on Al Ittihad Road and book a theory test. The Roads and Transport Authority (RTA) only accepts theory test candidates routed through one of the five licensed driving institutes in Dubai.

So the sequence is:

1. Open a file at a driving institute (Belhasa, Emirates Driving Institute, Galadari, Dubai Driving Center, or Al Ahli).
2. Complete the mandatory theory lectures — eight lectures for new drivers, fewer if you hold an eligible foreign licence.
3. The institute pushes your file to the RTA system and unlocks the theory test booking slot.
4. You then pick a date through the institute's app or counter.

If someone tells you they "booked directly with RTA," they're either talking about the knowledge test for a foreign-licence holder under the direct-test route, or they're confused. Either way, verify before paying anyone.

What it actually costs in 2024

Fees move around, but here's the realistic spread for a light motor vehicle (Category 3) licence as of 2024 pricing published by RTA and the institutes:

• Theory test fee: AED 200
• Knowledge test / file opening: AED 100–200
• Eye test: AED 150 (most institutes bundle this)
• Theory class fees: AED 600–1,200 depending on institute and package

Watch out: Institute course packages (VIP, flexible, regular) bundle these differently. Two students at the same institute often pay different totals. Ask for the itemised RTA fee breakdown — it's your right under the institute's published price list. ^[1]

How to actually book the slot

Once your theory lectures are done, here's the practical path:

Through your institute's app. Every institute has its own — RTA Drive (Dubai Driving Center), Belhasa Driving Center app, EDI Drive, etc. You log in with the file number they gave you, pay the theory test fee, and pick from available slots. Slots open roughly two weeks out and popular times (Saturdays, evenings) go fast.

Through the institute counter. Old-school but it works. Take your Emirates ID and file number. They'll book you in person and hand you a printed appointment slip.

Through the RTA Dubai Drive app. This works for direct-test candidates only — meaning you hold a licence from one of the roughly 39 approved countries and qualify to skip the full training. You'll still need to open a file at an institute first, but you can sometimes book the test slot through the RTA app directly.

The test itself is computer-based, 35 questions, multiple choice, and you need to score at least 17 out of 20 on the road signs section and roughly 75% overall on the rest. It's offered in English, Arabic, Urdu, Hindi, and a few other languages — pick at booking.

If you fail, here's what happens

You won't get hauled in front of a tribunal. But the system does push back.

Fail once, you pay the re-test fee and book again, usually with no extra classes required. Fail twice, most institutes will require you to sit at least two additional theory lectures before rebooking. Fail three or more times and you're looking at a fresh round of mandatory lectures and a longer cooldown — frankly, at that point, it's cheaper and faster to take the prep seriously than to keep paying re-test fees.

Key dates: Your theory test result is valid for the duration of your open file (typically 24 months). If your file expires before you finish the parking and road tests, you may need to retake theory. Don't let the file lapse.

• "My institute says I can't book yet." Usually means an unpaid balance or an incomplete lecture on their internal record. Check the app, not the counter — counter staff sometimes miss it.
• Wrong language selected. You pick the test language at booking, not on test day. Change it before you confirm the slot.
• No Emirates ID linked. If your file was opened on a visa-in-process status, you need to update the file with the issued Emirates ID before you can sit the test. The institute won't always flag this — ask.
• Trying to switch institutes mid-file. Possible but painful. You'll pay a transfer fee and may lose credit for lectures already taken. Pick your institute carefully on day one.
